Immigration Act – 1899

Indian migration to New Zealand starts to increase in the 1890s. Overpopulation, underemployment, and the decline of village industries in India lead many Indians to immigrate to foreign countries. 1920

New Zealand’s Immigration Restriction Amendment Act 1920 required anyone not of British birth and parentage to apply for a permit before entering New Zealand. The definition of British birth excluded Indians and other ‘aboriginal natives’ of British colonies or dominions.

A New Way Forward

Beginning in 1974, the criteria for entry to New Zealand gradually changed from race or nationality to merits and skills. The 1987 Immigration Act finally eliminated both the discrimination against some races and nationalities, and the preferences for others. But the numbers of migrants and the pre-requisites they had to meet remained tightly regulated.
